Although Halloween was more than a week away, anyone visiting the Civic Auditorium on Oct. 21 might easily believe it had already arrived. The 2023 Forest City Parks and Rec Elementary Halloween Party had kids in an array of costumes, a pizza feast with chocolate-covered ice cream cone treats, and fun for everyone, including some adults.
