"While Dave isn't going far away, he will be missed," Chief Erik Bullinger said.
The accident occurred last Wednesday in the early hours of the morning.
Disinfectant work from an August incident cost the center some $7,000. In November, it asked the city for funds to help address future issues.
Previously, there was no set in stone policy for reimbursements for employees.
The approved agreement totals more than $23 million and will add 10 new jobs to the plants operations.
