MASON CITY | A Mason City man was arrested twice in one week for strangling a woman and showing up at the police department intoxicated hours after appearing in court, according to law enforcement.
Chris Alan Speakar, 55, was charged with misdemeanor domestic abuse assault -- impeding air/blood flow and public intoxication -- third or subsequent offense.
About 9:47 p.m. Aug. 14, Speakar allegedly placed his forearm across a woman’s throat, making it difficult for her to breathe. The incident occurred at his residence on the 1000 block of South Illinois Avenue, court documents said.
Speakar was arrested, booked into the Cerro Gordo County Jail and released on his own recognizance following a court appearance Aug. 15. A no-contact order was issued the same day.
At 8:40 p.m. the same day, court documents said Speakar went to Mason City Police Department intoxicated.

As a specific condition of Speakar’s release, he must contact any licensed substance abuse facility or counselor to schedule an appointment for a substance abuse assessment interview. He then must attend the assessment interview and follow through with any referrals or recommendations made by the evaluator.
Speakar is scheduled to appear in Cerro Gordo County District Court Sept. 4 for the assault charge and Sept. 5 for the public intoxication charge.
