FOREST CITY | The Winnebago County Board of Supervisors decided to deny a request of  $229,654.40 from County Social Services (CSS).

The supervisors cited denial due to a fund balance situation needing to be rectified at the state level as well as needing to be investigated, due to the Supervisors’ fiduciary responsibility to the county citizens.

This decision came after CSS had sent a request for the second half of a levy allocation for fiscal year 2019.

The Supervisors had already paid the full 2019 levy request of $373,999, part of which was used to pay for CSS' first allocation request.

“They didn’t separate out the difference between what comes out of Fund 10, the extra that they want, and the actual levy,” Supervisor Bill Jensvold said. “…It’s muddied up because they didn’t keep it separate.”

Jensvold said he would like to keep current with the levy amount, but the amount he doesn’t want to pay is what CSS requested in the fund balance, which is a result of CSS trying to build a new fund balance after going through a lopsided spending spree that favored urban counties over rural counties.
