HAWKEYE – A Hawkeye man has been arrested on kidnapping and sex assault charges stemming from a 2015 incident.
Bond has been set at $1 million for Roger Allen Kline, a former truck driver who used to live in Oelwein.
Fayette County sheriff’s deputies arrested Kline, 52, on Thursday on warrant for three counts of first-degree kidnapping and three counts of second-degree sexual abuse.
In Iowa law, rape and sexual assault are charged as sexual abuse.
Authorities said in April 2015, Kline removed three children under age 11 from their home and took them to a semi truck he was driving.
He allegedly took them to a park in the Oelwein area, placed them in handcuffs connected to the truck’s interior to prevent them from escaping and sexually assaulted them.
First-degree kidnapping is punishable by mandatory life in prison upon conviction.
