HAWKEYE – A Hawkeye man has been arrested for allegedly drugging and raping another man in a Hawkeye home in September.

Fayette County sheriff’s deputies arrested 25-year-old Thomas Allen Whitlatch on Nov. 3 for one count of second-degree sexual abuse. His bond was set at $20,000, and he is also being held for allegedly violating his pre-trial release on an earlier drunken driving charge.

The incident happened on Sept. 11 when Whitlatch allegedly placed some of his medications into the man’s drink, and when the man lost consciousness, he tied his hands and feet and sexually assaulted him, court records state.

The victim later told police that he remembered part of the assault while he was in and out of consciousness, records state.

Another person later found the victim tied up and freed him and took him from the house.

Court records show that later that day, Fayette County deputies arrested Whitlatch for first-offense operating while intoxicated and interference. Around 11 p.m. on Sept. 11, he was driving on Highway 18 in West Union and allegedly weaved up to a stop sign.

A deputy stopped him following a few more weaves, and Whitlatch began screaming inside his vehicle, records state.

The deputy ordered Whitlatch out of his vehicle at gunpoint and placed him in handcuffs.

After a preliminary breath test indicated he was over the legal limit, he began to struggle with the deputy and slammed his own head into the squad car, records state.
